Cartagena’s Zona de Bajas Emisiones exists on paper and restricts nobody. The city council’s own notice on the scheme is titled “En Cartagena no serán necesarias las etiquetas ambientales ni habrá prohibiciones de tráfico en la Zona de Bajas Emisiones”, and quotes the councillor for the sustainable city saying drivers “tendrán la misma libertad que antes de la nueva ordenanza” (cartagena.es). Cartagena ZBE — a zone built without bans
Spain’s climate law obliges larger municipalities to designate a low-emission zone, but it does not dictate that the zone must exclude vehicles. Cartagena took the second route, arguing that its centre is already pedestrianised and ringed by 30 km/h streets, so the pollution problem it would be solving does not exist there.

What the zone actually covers
- Casco Histórico — the perimeter of calle Real, calle Carlos III, calle Capitanes Ripoll, avenida Trovero Marín, Cuesta del Batel and paseo Alfonso XII, where pedestrian use of public space is encouraged while traffic to homes, garages and shops continues.
- Ensanche — the perimeter of paseo de Alfonso XIII, Alameda de San Antón, avenida Reina Victoria and calle Juan de la Cosa, where superblocks discourage through traffic on interior streets.
Do you need a DGT label?
Not for Cartagena. The label is worth having if your route includes Spanish cities that do filter by it — Madrid, Barcelona, Valladolid and others — but it is issued only to Spanish-registered vehicles, so a foreign-plated car cannot obtain one anyway.
Where drivers get caught out
The trap in Cartagena is not emissions but geometry: much of the historic centre is pedestrianised or 30 km/h, and parking near the Roman theatre fills early. Aim for a car park on the edge of the Casco Histórico and walk in — the distances are short.
