Didn’t France abolish its low-emission zones?
No — the repeal never took effect. Parliament did vote in April 2026 to abolish France’s ZFEs, which is why so many guides and news reports say they are gone. The Conseil constitutionnel struck that article down on 21 May 2026 (décision n° 2026-903 DC), so the ZFE provisions of the code général des collectivités territoriales (articles L. 2213-4-1 and L. 2213-4-2) stayed on the books.
The zone in Caen is therefore still in force and you still need a Crit'Air vignette on the windscreen. Turning up without one because you read that ZFEs were scrapped is the expensive version of this mistake — the penalty is EUR 68 (cars, motorcycles, light commercial), EUR 135 (HGV, buses, coaches).
One caveat most coverage misses: the article was annulled on procedure, not on its merits — the Council held it was a “cavalier législatif”, an amendment with no link to the bill it was attached to (Constitution, art. 45). Parliament can pass the same repeal again in a properly related bill, so this is settled for now rather than settled for good. Read the decision.

Caen la mer set the zone up because the Climat et résilience law obliges urban areas above 150,000 inhabitants to have one, not because the air was failing the limits: the community is classed among the territoires de vigilance, where air quality thresholds are met (caenlamer.fr). That is why it chose the minimum perimeter - inside the périphérique - and the minimum restriction.
Where the zone starts
The perimeter is everything inside the périphérique, touching eleven communes: Bretteville-sur-Odon, Caen, Carpiquet, Éterville, Hérouville Saint-Clair, Ifs, Mondeville, Cormelles-le-Royal, Fleury-sur-Orne, Louvigny and Saint-Germain-la-Blanche-Herbe. Residence is irrelevant - what counts is crossing the zone, so drivers from all 48 communes of the community can be affected.
Who can enter
- Any vehicle carrying a Crit’Air 0, 1, 2, 3, 4 or 5 sticker - the ban stops at the unclassified category
- Cars registered from 1 January 1997 onwards, petrol or diesel alike

The petit rouleur derogation
Owners of a pre-1997 car that covers less than 6,000 km a year can apply to Caen la mer for the petit rouleur derogation through the form on the community’s own page - the one route that keeps an otherwise banned car legal inside the périphérique.
Sticker
The Crit’Air vignette is compulsory to circulate inside the perimeter and lasts the life of the vehicle. It costs EUR 5.11 with postage included and comes from certificat-air.gouv.fr alone - the figure is published by Service-Public.fr, which also sets the penalty at a EUR 68 fixed fine, up to EUR 450, for a car, two- or three-wheeler or light van.
Hours
Neither Caen la mer nor the national ZFE register attaches a time slot to this zone, so there is no evening or weekend window in which an unclassified vehicle becomes legal.
