Czech law does provide for low emission zones — section 14 of the Air Protection Act lets a city council declare one as a measure of general application, naming the emission class required to enter. The power exists; no council has used it. The ministry adds that its national number-plate verification system will only go live within twelve months of the first declaration, and that it is not running today because there is nothing to verify.
