Brescia 2026: ZTL by Permit, Euro 5 Diesel Ban Now 2027

Brescia’s ZTL covers the historic centre and is opened by a resident, business or hotel-guest permit, not by your car’s Euro class — even an electric car needs authorisation, and the cameras at each varco photograph every plate. Driving in without a permit costs about €83 under Italy’s national Codice della Strada scale, falling to roughly €58 if you pay promptly. A second, unrelated rule does read your engine: Regione Lombardia’s permanent emission limits apply across Brescia’s urban area on weekdays 07:30–19:30, all year, barring diesel cars up to Euro 4. The Euro 5 diesel ban once set for 1 October 2026 has been moved to 1 October 2027.

Brescia ZTL

The ZTL (Zona a Traffico Limitato) in Brescia, Italy has been active since 2020. It is a limited-traffic zone in the historic centre — access is restricted to authorised vehicles, and entry is controlled by permit and eligibility rather than by any Euro emission class.

Who Can Enter?

• Residents of the historic centre with a registered permit
• Hotel guests, once the hotel registers your plate with the municipality
• Deliveries, taxis and authorised vehicles within permitted windows
• Everyone else: no automatic access — a valid permit or authorisation is required. There is no Euro-class rule, so emission standard does not decide entry.

Enforcement

Camera-enforced (ANPR) at each varco. The comune has not published a single city-wide ZTL window — hours differ by sub-zone and are set out on the sign at each gate. Lombardy’s separate emission limits run to a fixed timetable: Monday to Friday, 07:30 to 19:30, mid-week public holidays excluded, from 1 January to 31 December, and they do not apply on motorways or on the regional R1 road network.

Lombardy’s emission limits, and the Euro 5 step that slipped to 2027

Brescia is one of the four Lombardy comuni with more than 100,000 inhabitants, so it carries the region’s permanent driving limits on top of its ZTL. Today those limits bar Euro 0 and Euro 1 of every fuel and Euro 2, Euro 3 and Euro 4 diesel; a particulate filter has not exempted a Euro 4 diesel since 1 October 2024, because the region no longer counts particulate-only systems as effective.

A Euro 5 diesel car was meant to join that list on 1 October 2026. Three days before, decree-law 167 of 28 September 2026 intervened and the region adopted decision 6846, so its page now reads: “non entrano in vigore dal 1° ottobre 2026 le limitazioni per i veicoli Euro 5 diesel … mentre restano confermate le limitazioni per le altre categorie fino a Euro 4 diesel”. The new date is 1 October 2027. Breaching the limits that are in force costs EUR 75 to EUR 450 under article 27 of regional law 24/2006 — separate from, and on top of, any ZTL penalty. Electric and hybrid cars, bi-fuel petrol-LPG and petrol-methane vehicles from Euro 2, FIVA-documented historic vehicles, disabled-badge vehicles and emergency services are excluded; car-pooling with three or more on board and trips to a booked roadworthiness test are exempted case by case.

Fine for Entering Without Authorisation

Entering the ZTL without a valid permit or authorisation will result in a fine of about EUR 83, reduced to roughly EUR 58 if you pay promptly.

What the zone covers

Electronic gates (varchi) with cameras mark every entry point. These are small — often just a camera on a pole above the road. GPS sometimes routes you right through one. The zona is usually the historic center.

Sticker, registration, or neither

Italian ZTL zones are camera-only. There’s no sticker to buy, no fee to pay upfront. You either have permission or you don’t.

Permission for tourists means hotel registration. Your hotel contacts the municipality with your plate number. No hotel inside the zone? Then you park outside and walk in. Period.

How people get fined

Planning to deal with it later. By the time the fine arrives — often weeks after your trip — it’s too late to dispute and the admin fees have piled up.

Following GPS into a ZTL and not realizing it. The camera takes your picture, the system generates a fine, and the first you hear about it is when a penalty notice arrives in your home country. One wrong turn inside the same zone is one violation that day, however many cameras record it.

Rental car assumption. People assume every rental car is compliant. Most are. Some aren’t — especially budget rentals, older fleet vehicles, or cars rented from private platforms. Check at pickup.

Not telling your hotel. If you’re staying inside a ZTL, the hotel can register your plate — but only if you tell them your license number before arrival. After the fact is almost always too late.

Ditch the car

Rome and Milan have metros. Everywhere else relies on buses and trams, plus the occasional funicular. Buy tickets before boarding — at tabacchi shops, newsstands, or metro stations. Not on the bus.
