Bilbao ZBE Map 2026: Weekdays 07:00-20:00, €200 Fine

ZBE Bilbao Erdialde restricts traffic only Mon-Fri 07:00-20:00 — at weekends, on holidays and outside those hours there is no restriction at all — and within them your car needs a DGT Distintivo Ambiental in class 0, ECO or C: petrol from Euro 4 (2006), diesel from Euro 6 (2014), with label B shut out since 15 June 2025. ANPR cameras and municipal police enforce it, the fine is EUR 200 (reduced to EUR 100 if paid promptly, no licence points), and there is no transit exemption for simply crossing the zone.

What is Bilbao’s low emission zone?

Bilbao’s ZBE (Zona de Bajas Emisiones) keeps the most polluting cars out of the city centre. You need a DGT environmental label — since 15 June 2025 only labels 0/ECO/C qualify — petrol must be Euro 4+ (from 2006), diesel Euro 6+ (from 2014); label B and no-label cars are barred. Enforcement

ANPR cameras and municipal police read plates against the DGT register, so nothing goes on the windscreen. Operating hours are Mon-Fri 07:00-20:00 on working days: the city’s own ZBE pages state the restriction applies on working days only, which is why weekends and public holidays are unrestricted (bilbao.eus, Zona de Bajas Emisiones). The ordinance took effect on 15 June 2024 for label A and unlabelled cars; label B ran a one-year moratorium and has been shut out since 15 June 2025.

Fine for Non-Compliance

Driving in the ZBE Bilbao without meeting the requirements is a grave traffic infraction, fined €200, halved to €100 if you pay within 20 calendar days of the notice under the DGT’s standard prompt-payment rule. Bilbao’s own ZBE pages do not publish the amount, so the figure is the national one that applies to unauthorised low-emission-zone entry in Spain.

Inside the zone

The emission zone in Bilbao covers the city center. Entry points are marked with signs showing the zone requirements. Major bypass roads around the city are generally not affected.

What you need on your windshield

Spain uses a color-coded DGT label system. The label goes on your windshield and cameras at zone entry points verify it.

Spanish rental cars have labels. Foreign-registered vehicles can apply for an equivalent through the DGT. Do this before your trip — applying at the last minute means driving without a label, which means a fine.

What catches people out

Driving through ‘just quickly.’ Cameras don’t care about your intentions. Enter the zone for 30 seconds or 3 hours — the fine is the same.

Rental car assumption. People assume every rental car is compliant. Most are. Some aren’t — especially budget rentals, older fleet vehicles, or cars rented from private platforms. Check at pickup.

Not checking rules before the trip. Emission zone regulations change frequently. A friend’s experience from last year might be completely outdated.

Alternatives that actually work

Bilbao’s own metro runs straight through the centre and the Barik card covers metro, tram, bus and the Funicular de Artxanda on one top-up — far cheaper than single tickets if you’re staying more than a day.

Leave the car at a park-and-ride outside the zone and ride in. City-centre parking around Casco Viejo and Abando is both expensive and scarce, and the ZBE boundary sits right where you’d want to park.

Bike rentals are everywhere in Bilbao. Faster than driving in the center, and you don’t have to think about zones, stickers, or parking.
