Biella ZTL — Zona a Traffico Limitato
Biella’s zone is unusual in that it is written as a prohibition with exceptions rather than as a timetable. The regulation covers four separate areas — the Centro Storico, the medieval Rione Piazzo on the hill above it, the Rione Riva and the Coste — and lists thirteen gates where cameras record entries, from via XX Settembre and via Italia in the centre to Corso del Piazzo and via Avogadro on the hill.
Who may drive in without a permit
The regulation excuses public transport vehicles, bicycles, hearses, street-cleaning machinery, marked police, fire and rescue vehicles, hand- and animal-drawn vehicles, taxis and chauffeur-hire cars, marked municipal and utility vehicles, vehicles carrying the accessibility symbol for disabled passengers, marked security-firm vehicles, and guests of hotels inside the central ZTL who hold their booking documentation. Even these have to notify their plate to the Comune’s ZTL office.
The permits, by letter
Authorisations are lettered by district and purpose: A and B for residents and businesses in the historic centre with and without their own parking space, P for the Piazzo, R for the Rione Riva, C for the Coste, and D for residents and businesses in the wider Sunday-only zone. Others cover institutional journeys (F), urgent pharmacy deliveries, express couriers, journalists, cash-in-transit crews and hotel guest access. They run for a year and are renewed by council resolution; temporary permits go to tradespeople working inside the zone for more than three days.
The day permit
Anyone outside those categories who occasionally needs to drive in has to go to the Comando Polizia Municipale in advance, give the registration number, and display the receipt visibly on the dashboard. There is no way to do this retrospectively, which is why a wrong turn into the Piazzo cannot be regularised afterwards.
How enforcement works
Each gate photographs the plate and sends it to the Polizia Locale control room, where it is matched against the authorised list. Plates that match are discarded without a record being kept; plates that do not are sanctioned under the Codice della Strada. The images are held until the challenge is settled.
