The Città Vecchia ZTL
The zone covers the whole old town inside Corso Vittorio Emanuele, Piazza Massari, Piazza Isabella d’Aragona, Corso De Tullio, Lungomare Imperatore Augusto and Piazza IV Novembre. Access depends on a permit, never on Euro class.

Bari differs from most Italian art cities here: the ZTL rules contain no plate registration for guests of hotels or B&Bs. Every permit category is tied to living, working or owning a parking space in the old town. In practice:
- ask the accommodation before you arrive where the nearest car park outside the Città Vecchia is;
- do not follow the satnav through a gate, not even to drop off luggage;
- walk to your accommodation; the old town is compact.
Who can get a permit
AMTAB issues permits to residents, people living in the old town without residency there, owners of a parking space, journalists, doctors and carers. A permit costs EUR 10, one per household and one vehicle, and is digital, tied to the plate. Temporary permits, also EUR 10, exist only for a change of residence (90 days) or a new car (30 days). Electric cars have no exemption: the rules admit only light electric vehicles that count as bicycles, where signs allow it.
Fines
Neither the Comune nor AMTAB sets its own amount. The penalty is that of article 7 comma 14 of the Codice della Strada, EUR 83 to EUR 332, reduced by 30% if paid within five days. Since 14 December 2024, repeat passes into the same zone on one calendar day make a single violation (art. 198 c.2-bis), and with a hire car the rental firm passes the notice on with its own fee.
