Barakaldo ZBE — the gap between the law and the road
Spain wrote its low-emission-zone duty into Ley 7/2021 de cambio climático y transición energética. Article 14.3 sets the population trigger — above 50,000 inhabitants, or above 20,000 where the limit values of Real Decreto 102/2011 are exceeded — and gives the date: before 2023. That is why aggregated lists show a ZBE for towns like Barakaldo: they are reading the obligation, not a map.
A Spanish ZBE only exists once the ayuntamiento approves an ordinance that fixes three things: the streets inside the perimeter, which DGT labels may enter, and the sanction. Barakaldo publishes none of the three.
