Arnhem’s milieuzone
The Netherlands runs two flavours of milieuzone for diesel cars. The national portal calls the looser one green — class 4 and up, as in Den Haag — and the stricter one blue, requiring class 5 or higher. Amsterdam, Arnhem and Utrecht run the blue rule. Only four Dutch cities restrict diesel cars at all; Den Haag is the fourth.
If you are not driving a diesel, none of this reaches you. The portal is explicit: vehicles running on a fuel other than diesel may always enter a milieuzone.
Where the boundary runs
The city publishes the area as the singels, the Nieuwe Plein, the Hoge Rijnkade and everything inside them. The Airborneplein and the Lage Kade are outside. Warning signs stand some distance before the boundary, so there is still room to pick another route after you see one.
No sticker, no day pass
There is nothing to buy and nothing to display. Your plate is matched against the RDW register, and the emission class recorded there decides the outcome. For a foreign-registered car the check runs on the same principle, so know your vehicle’s Euro class before you set off — and if you cannot meet it, there is no paid alternative, only an exemption you must apply for from the council in advance.
The fine
Milieuzones.nl states that a car, van or bus entering a zone it may not enter has been fined EUR 130 since 26 November 2025, and a lorry EUR 320, with administrative costs on top. Enforcement is the council’s responsibility and runs mostly through plate-reading cameras.
Vans, lorries and the zero-emission zone
From 1 June 2026 Arnhem’s milieuzone for vans and lorries was replaced by a zero-emission zone, meaning those vehicles must be emission-free inside the same area. Transitional arrangements run to 2030 for some categories, and exemptions are handled by the RDW rather than by any commercial site.
