Two rules, two different answers
This matters more in Alba than in most Piedmontese towns, because the restrictions overlap in a compact centre. Inside the area pedonale there is no legal hour at which an unauthorised car may drive through — not early morning, not Sunday. On Via Rattazzi the position reverses through the day: the street is open until 20:30 and shut from then until 05:00.
So the practical question is never “is the ZTL on now”. It is “which of the two am I about to enter”. Six cameras read the plates either way.
Who gets a permit
The comune issues transit and parking authorisations to residents of the centre, to businesses operating inside it, to disabled badge holders, and for deliveries and works. Visitors staying in the centre are normally covered by their accommodation registering the plate — ask for it in writing at check-in, because that record is what settles a notice arriving months later.
Your engine is irrelevant to all of this. A new electric car with no permit is treated exactly as an old diesel with none.
What it costs to get it wrong
Alba does not publish a figure. Italian law sets the band: entering a pedestrian area or a ZTL without authorisation carries an administrative penalty of EUR 83 to EUR 333 under art. 7 comma 14 of the Codice della Strada, with the usual reduction for prompt payment and notification costs added on top. The easy way round it
