Italy vs Portugal: Driving Rules Compared

Italy and Portugal are two of Southern Europe’s most popular driving destinations, offering stunning coastal roads, historic cities, and scenic countryside. Both countries drive on the right side of the road, making the transition between them seamless for most drivers. However, differences in speed limits, toll systems, equipment requirements, and penalty structures mean that preparation is essential before you set off.

Speed Limits Comparison

Both countries enforce speed limits strictly, with a combination of fixed cameras, mobile radar, and average speed checks (particularly common in Italy with the Tutor system).

Italy has a well-developed motorway (autostrada) network with a 130 km/h limit that drops to 110 km/h in rain. Most Italian motorways are tolled, and the costs can add up quickly on long journeys. Portugal allows 120 km/h on its motorways (autoestradas), also toll-based. Portugal has introduced electronic-only tolling on several former toll-free motorways, which can confuse visitors who pass through without paying.

Driving Side

Both Italy and Portugal drive on the right side of the road. Vehicles have left-hand-drive configurations. Drivers from the UK, Australia, or Japan should take extra care at roundabouts and intersections when adjusting to right-hand traffic.

Alcohol Limits

Italy sets its BAC limit at 0.05%, with a zero tolerance (0.00%) policy for drivers with less than 3 years of experience and for professional drivers. Portugal also enforces a 0.05% BAC limit, with lower limits for professional and new drivers.

Winter Tyres

Both countries require a warning triangle and reflective vest to be carried in the vehicle. The reflective vest must be worn when exiting the vehicle on the roadside. In Italy, the vest must be accessible inside the vehicle (not in the boot/trunk).

The EU-wide emergency number 112 works in both countries. Italy also maintains dedicated numbers for different services, while Portugal routes everything through 112.

Penalties Overview

Both countries have escalating penalty structures for traffic violations:

• Italy: Speeding fines start at EUR 42-173 for minor violations (up to 10 km/h over). Exceeding by 40+ km/h can result in fines of EUR 532-2,127 plus licence suspension of 1-3 months. Italy’s penalty point system (patente a punti) deducts points from an initial balance of 20.
• Portugal: Speeding fines range from EUR 60-300 for minor violations. Serious speeding leads to fines up to EUR 1,500 plus licence suspension.

International Driving Permit

An International Driving Permit (IDP) is not required for EU/EEA licence holders driving in either country. Visitors from outside the EU should carry an IDP alongside their national licence:

• Italy: An IDP is legally required for non-EU drivers and must be presented along with the original licence.
• Portugal: An IDP is strongly recommended for non-EU visitors. Rental agencies typically require one.

Practical Tips

1. Understand the toll systems. Both countries have extensive toll motorways. In Italy, you collect a ticket at entry and pay at exit. In Portugal, be aware of electronic-only toll roads where you may need a pre-paid device or to register your licence plate online.
