Volterra’s ZTL keeps two shifts rather than a winter break: the camera gates in the walls are live from 10:00 to 20:00 between 21 March and 1 November, and from 10:00 to 17:30 for the rest of the year. Access goes by permit, so a hire car without one pays EUR 83-332 for crossing a gate at the wrong hour. Park outside the walls and walk in through the Etruscan Porta all’Arco to the Piazza dei Priori and the Guarnacci museum; the alabaster-carving hill town is quieter than nearby San Gimignano.

Pay the minimum within five days and a fine drops to EUR 58.10. Better to avoid it: park outside the walls and enter on foot through a gate such as the Porta all’Arco. Since 14 December 2024, several passes into the same zone in one day are fined once. Italy’s limits: 50 km/h in town and 0.05% alcohol, zero for drivers under 21 and in their first three years.
When the car helps
Keep it for the Tuscan countryside, San Gimignano, the Val d’Elsa and the coast, driven from a car park outside the walls.

The whole walled centre is a Zona a Traffico Limitato with camera gates. The comune runs two schedules: 10:00-20:00 from 21 March to 1 November, and 10:00-17:30 from 2 November to 20 March. Entry depends on a permit (residents, businesses, deliveries, registered hotel guests), never on your car's Euro class. An unauthorised entry is fined EUR 83-332 under article 7 of the Highway Code, and since 14 December 2024 repeated passes into the same zone on one day count as a single violation.
Volterra was the Etruscan city of Velathri. The Porta all'Arco, an Etruscan gate, still stands in the walls, stretches of the ancient circuit survive, and the Guarnacci Etruscan Museum holds one of Italy's great collections of funerary urns and the slender bronze known as the Shadow of the Evening. A Roman theatre lies just below the walls.
The town has worked the local translucent alabaster since Etruscan times, and artisans still carve it into sculptures, lamps and objects in workshops around the centre. You can watch them at work and visit the alabaster ecomuseum, all on foot.
In one of the car parks outside the city walls, then walk in through a gate. Several ring the old town. The centre, from the Piazza dei Priori to the Roman theatre viewpoint, is compact and hilly, and easily covered on foot.
Not for the town. It is genuinely useful for getting here, since Volterra has no mainline station, and for San Gimignano, the Val d'Elsa and the coast, driven from a car park outside the walls.
