Viterbo's ZTL is an evening zone: gates run 19:00-06:00 Monday to Friday and 10:30-06:00 at weekends and on holidays. Entry needs a permit; the fine is EUR 83-332, once per day.
Locally the zone is called Zona a Traffico Limitato Viterbo (Italy) — that is the wording on the boundary signs, on the official portal and on any penalty notice, so it is the phrase to search for once you are there.

Viterbo turns the usual Italian pattern round. Its ZTL gates do not shut in the morning; they run 19:00-06:00 from Monday to Friday and 10:30-06:00 on Saturdays, Sundays and holidays. Drive in on a weekday morning and nothing is recorded; come back for dinner without a permit and the camera fines you EUR 83-332. Access depends on a permit or an authorised category, never on your car’s Euro class.

Time your visit to the gates
For a day trip, the weekday hours work in your favour, but parking outside the walls is still simpler than threading the narrow lanes of San Pellegrino and the streets round the Palazzo dei Papi. If you are staying inside the walls, ask the accommodation to pre-register your plate. Since 14 December 2024, several passes through the same zone on one day count as one violation. Italy’s limits: 50 km/h in town and 0.5 g/l alcohol, zero for drivers under 21 and in their first three years.
The car’s bonus: hot springs and Tuscia
Keep the car for the thermal springs on the plain outside town, including the Bullicame that Dante names in the Inferno, and for the Tuscia countryside: Bomarzo, Lake Bolsena and the Etruscan sites.

The electronic gates enforce the zone from 19:00 to 06:00 Monday to Friday, and from 10:30 to 06:00 on Saturdays, Sundays and public holidays. A weekday morning in the old town is therefore outside the restricted hours, while a weekend lunch or any evening is not.
The camera reads the plate and the comune issues a fine under article 7 comma 14 of the Codice della Strada: EUR 83-332. Since 14 December 2024 repeated passes through the same zone on one day count as a single violation. Your Euro class plays no part; only a permit or an authorised category gets you in.
Accommodation inside the walls can pre-register a guest's plate, which is one of the authorised categories. Ask before you arrive and give the exact plate of the car you will be driving; without that, park outside the walls.
A medieval quarter of dark stone houses, arches and the external staircases Viterbo calls profferli, near the Palazzo dei Papi, the papal palace used when the popes resided here in the 13th century. It is a walking area, best reached from a car park outside the walls.
Not for the old town. A car is useful for the thermal springs on the plain outside the city, such as the Bullicame that Dante mentions in the Inferno, and for the Tuscia countryside: Bomarzo's sculpture garden, Lake Bolsena and the Etruscan sites.
