Driving in Terni 2026: One Gate Breaks the 24-Hour Rule

Terni's ZTL is enforced 24 hours a day except the Via Corona route (21:00-07:00), and Friday to Sunday 09:00-21:00 anyone may drive through without parking. Fine from EUR 83.
Locally the zone is called Zona a Traffico Limitato Terni (Italy) — that is the wording on the boundary signs, on the official portal and on any penalty notice, so it is the phrase to search for once you are there.

Terni’s limited-traffic zone is one of the few in Italy with no daily free window: Terni Reti’s cameras read plates around the clock, and the only exception is the route in from Via Corona and out by Via delle Portelle, checked from 21:00 to 07:00. Weekends are gentler. Since November 2024 anyone may drive through the ZTL on Friday, Saturday and Sunday between 09:00 and 21:00, though not park in it.

The centre: permit, not emission class
Entry depends on a permit, never on a Euro class. Driving in without one costs EUR 83.00, or EUR 58.10 if paid within five days of the notice. The pedestrian area stays closed to unauthorised vehicles 24 hours a day, and motorbikes inside it must be pushed with the engine off. Park outside and walk to the basilica of San Valentino, the city’s patron saint.
Then drive to the falls
The Cascata delle Marmore drops 165 metres in three leaps. The Romans cut its channel in 271 BC, and today the water is mostly diverted to power stations, so it runs at full force only at scheduled times. Check the opening calendar before setting out, then use the car parks at the upper or lower belvedere. On the way, remember the national rules: 50 km/h in built-up areas, and an alcohol ceiling of 0.5 g/l that drops to zero for under-21s and drivers in their first three years.
When the car helps
Keep it for the falls and the green Valnerina valley of southern Umbria, driven from a car park outside the ZTL.

Terni Reti runs the cameras around the clock on every gate except one: the route entering at Via Corona and leaving by Via delle Portelle is checked only from 21:00 to 07:00. Since 17 November 2024, until further notice, all vehicles may drive through the ZTL on Friday, Saturday and Sunday from 09:00 to 21:00, but may not park. The pedestrian area is closed to unauthorised vehicles 24 hours a day.
Terni Reti quotes the statutory minimum of EUR 83.00, cut by 30 per cent to EUR 58.10 if you pay within five days of notification. The Highway Code range for the offence runs up to EUR 332.
The Cascata delle Marmore, just outside Terni, drops 165 metres in three leaps. It is man-made: the Romans cut a channel in 271 BC to drain the Velino into the Nera. Today the water is diverted for hydroelectric power, so the falls run at full flow only at scheduled opening times, published on the park's calendar.
For the centre, outside the ZTL, then walk. For the falls, drive out to the park's own car parks at the upper (Belvedere Superiore, at Marmore) or lower (Belvedere Inferiore, at Collestatte Piano) entrance.
For the falls and the Valnerina valley beyond them, it is the easiest option. For the compact centre and the basilica of San Valentino, park outside the ZTL and walk.
