Saint-Étienne’s ZFE-m has technically applied since January 2022, but private cars and motorcycles are free to circulate without any Crit’Air check, since the restriction was narrowed to target only heavier commercial vehicles from 2025 onward. That means a rental car or a foreign-plated vehicle faces no zone-related fine here. The next step, on 1 January 2027, again concerns only goods vans and lorries, which lose access if rated Crit’Air 3. Park near the centre and walk to the Cité du Design and the modern art museum in this former mining and manufacturing city reinvented as a UNESCO City of Design.

Park and ride the tram
A car needs no Crit’Air sticker for Saint-Étienne itself, but order one (certificat-air.gouv.fr) if you are continuing to Lyon, where the zone does cover cars. Park at a park-and-ride on one of France’s oldest tram lines and ride in to the Cité du Design, the MAMC art museum and the centre. France’s limits: 50 km/h urban, 0.05% alcohol.

Winter tyres in France — 2026–27 season
Winter tyres are required in France whenever conditions are wintry — 1 Nov - 31 Mar (mountain law, designated departments).
- Tread minimum: 1.6 mm — France sets no separate winter figure.
- Accepted marking: 3PMSF on all four tyres, or snow chains / snow socks carried for two drive wheels; M+S alone no longer accepted (34 departments, signed communes only)
- Studded tyres: restricted
- Penalty: No sanction in force as of 17 Feb 2026 (penalty decree not yet published). Ignoring a B26 chain sign: 2nd-class fine, up to EUR 150. The obligation is enforceable only where B58/B59 signs are installed.
In French the rule is pneus hiver, and snow chains are chaînes à neige — that is the wording on signs, in hire-car paperwork and on any penalty notice.

Not for a car or motorbike. Saint-Étienne Métropole says two-wheelers and private vehicles are not concerned by the ZFE. It restricts goods vans and lorries: Crit'Air 4, 5 and unclassified since 1 January 2025, with Crit'Air 3 added on 1 January 2027. You will need a sticker if the trip continues into Lyon.
Saint-Étienne was named a UNESCO Creative City of Design, reflecting its long history of manufacturing and craftsmanship (from ribbons and arms to bicycles) and its reinvention around design and creativity. It hosts the International Design Biennial, a major event, and has the Cité du Design centre in a former arms factory. The city's modern art museum (MAMC) holds an important collection. Use a central garage or a park-and-ride on the tram and ride in. Saint-Étienne has one of France's oldest tram lines, running the length of the city. Parking once and walking or taking the tram avoids the city-centre traffic, and puts the design centre, the museums and the centre within reach.
Saint-Étienne grew as a coal-mining and industrial town, and that heritage is preserved at the Musée de la Mine, a former colliery where you can descend into reconstructed galleries and learn about the miners' lives. The surrounding hills and the regional park tell the story of the coal basin. It's part of what gives the city its distinctive, hard-working character, now overlaid with design and football culture.
