After the 1693 earthquake Ragusa was rebuilt as two towns: the grid of Ragusa Superiore above, and the baroque jewel of Ragusa Ibla tumbling down the hillside below. Ibla’s ZTL is an evening affair. It closes the old town on Fridays, days before holidays and holidays, every Sunday included, from 20:30 to 02:00, and admits only pass holders, whatever their engine. A Tuesday afternoon visit needs nothing, though five streets around the Duomo stay closed at all hours.

Streets that never open
Via Giusti, Via 11 Febbraio, Via Orfanotrofio, Piazza Pola and Piazza Duomo are restricted 24 hours a day. For luggage, work or health reasons you can declare a temporary entry online and drive straight in, since the comune does not require you to wait for an answer. A false declaration still goes to the municipal police. The penalty for an unauthorised entry is EUR 83-332; entries into the same ZTL on one day count once since 14 December 2024 (Highway Code art. 198 c.2-bis).
Park at the edge, walk down into Ibla
The comune’s car parks outside the zone are at Avv. G. Ottaviano (paid and free bays), Via Peschiera and the Giardini Iblei. From there walk down to the Duomo di San Giorgio. Italy’s limits: 50 km/h in town and 0.05% alcohol, zero for drivers under 21 or in their first three years.

The comune lists car parks outside the ZTL: blue-line paid bays at the Avv. G. Ottaviano car park, Via Peschiera and the Giardini Iblei, and free white-line bays at the Ottaviano car park and the streets around it. Park there and walk into Ibla.
Useful, yes: the baroque towns of the Val di Noto, Modica, Scicli and Noto, are spread across the countryside, and they are the filming country of the Montalbano series. Park at the edge of each historic centre and walk in.
