Locally the zone is called Zona a Traffico Limitato Pisa (Italy) — that is the wording on the boundary signs, on the official portal and on any penalty notice, so it is the phrase to search for once you are there.

Pisa’s historic centre is a ZTL in two sectors, Centro Storico Nord and Centro Storico Sud, run by the city’s mobility company Pisamo on a permit list rather than an emission class, with cameras at the gates. A pass without a permit costs EUR 83 to 332 under article 7 of the highway code, and Piazza del Duomo itself is inside the northern sector, which is exactly where a satnav wants to take you. Park before the walls: Pisamo’s Via Cammeo garage beside Piazza dei Miracoli charges EUR 3.50 an hour.
The ZTL Problem
Access to the two sectors is by a white list of authorised plates held at Pisamo’s ZTL control centre: residents, businesses, hotels registering their guests, and a long list of permit types. A visitor’s car is not on it. The cameras record every plate that passes a gate, and each gate is a separate offence.
Inside the Centro Storico Nord sector, on Pisamo’s own street list, are Piazza del Duomo, Via Santa Maria from the Duomo down to Via S. Nicola and Via Roma from the Duomo to Via Savi. That is the tower square and its two approach streets. Follow the brown Duomo signs on foot, not by car.
The fine: unauthorised ZTL entry is punished under article 7 of the Codice della Strada at EUR 83 to 332; many comuni bill the EUR 83 base. Rental companies forward it with their own handling fee.

Blue-line street parking (strisce blu) is split into a central Zone A and an outer Zone B, paid at the meter by coin or card or by monthly pass. The large Via Pietrasantina car park north of the walls is the coach and camper park; Pisamo runs separate booking sites for tourist coaches and campers.
Do You Need a Car in Pisa?
Not for the city. The tower, the cathedral, the Arno and the station are all within a flat half-hour walk. A car is for what lies around it: Lucca, the Tuscan coast, Volterra, San Gimignano, or La Spezia as the railhead for the Cinque Terre. Pisa airport is the natural pick-up point, and its exit road leads away from the walls.

- From La Spezia and the Cinque Terre: the tolled A12 south along the coast
- From Rome: A1 north, then across to the Fi-Pi-Li or the A12
- From Pisa Airport: the PisaMover automated shuttle reaches Pisa Centrale in about five minutes, 06:00 to midnight (until 01:00 from June to September); the airport’s park-and-shuttle car parks include the return ticket

Speeding: EUR 42 to 173 for up to 10 km/h over, EUR 173 to 694 for 10 to 40 over, EUR 543 to 2,170 for 40 to 60 over, and EUR 845 to 3,382 beyond that. A 30% discount for payment within five days applies only to the two lowest bands. Blood alcohol limit 0.05%, zero for drivers under 21, in their first three years, or driving professionally.
