Access depends on a permit, never on Euro class. The comune states that a pass is needed every day from 08:00 to 19:00, holidays included, and cameras read plates at the gates. Residents, disabled-badge holders, transporters and anyone who has bought the daily pass may enter; the comune sells it online, at the parking meters or at the ZTL permit office. Hotels inside the zone can register a guest's plate. The pedestrian area of via XX Settembre, piazza Cavalli and piazza Duomo is closed to motor traffic 24 hours a day.
The comune publishes no tariff of its own, so the national rule applies: article 7 comma 14 of the Codice della Strada, EUR 83-332, 30% less if paid within five days. Since 14 December 2024 repeated entries into the same ZTL on one calendar day count as a single violation (article 198 comma 2-bis).
Piacenza's main square takes its name from two baroque bronze equestrian statues of the Farnese dukes Alessandro and Ranuccio, by Francesco Mochi, standing before the medieval town hall known as Il Gotico. The cathedral and the Palazzo Farnese museums are a short walk away.
In a car park outside the ZTL, then walk; the centre around Piazza Cavalli, the cathedral and the Palazzo Farnese is compact. If you must drive in between 08:00 and 19:00, buy the daily pass first.
