Can your car enter Munich?

Bavaria’s capital pairs a pedestrian Marienplatz and the vast English Garden with an Umweltzone that every car, foreign ones included, must enter with a green Umweltplakette or risk a EUR 100 fine. Since 2023 a further Dieselfahrverbot has excluded older diesel cars from the entire area inside the Mittlerer Ring, regardless of sticker colour. The simplest route in is a Park and Ride on an S-Bahn or U-Bahn line, which sidesteps the zone altogether and beats driving in during Oktoberfest.

Skip the ring entirely with Park & Ride
A green Umweltplakette (EUR 5-15, permanent, standard on German rentals) covers petrol cars from Euro 1, but the separate diesel ban still applies inside the Mittlerer Ring regardless of sticker colour — get it wrong and the fine is EUR 100. MVV runs Park & Ride at S-Bahn and U-Bahn stations around the city, but not all of them are free — some charge, so check MVV’s own P+R locator before you pick one, then ride the last stretch in.
The diesel ban has carve-outs, but not for visitors
Munich’s own rules for the Umweltzone list who the Dieselfahrverbot doesn’t apply to: residents and delivery traffic, holders of a Munich Handwerker-Parkausweis (tradesperson’s permit), shift workers travelling to and from work, social and care services, and people with certain disabilities. None of those categories cover a visiting car — if the logbook says Euro 4 diesel or older, the ban holds inside the Mittlerer Ring regardless of who’s driving.
Oktoberfest: leave the car parked
In late September the city jams solid around the Theresienwiese, parking vanishes and drink-driving enforcement spikes. The U-Bahn and S-Bahn run frequently to the grounds — use them.
Save the car for the Alps and the lakes
The car is worth having for the Bavarian Alps, Neuschwanstein and the lakes south of the city — driven out from a Park & Ride, not used inside the ring.

Winter tyres in Germany — 2026–27 season
Winter tyres are required in Germany whenever conditions are wintry — Situational (when conditions require: ice, snow, slush, black ice).
- Tread minimum: 1.6 mm — Germany sets no separate winter figure.
- Accepted marking: 3PMSF only — the M+S transitional rule no longer applies to cars (StVZO §36(4))
- Studded tyres: banned
- Penalty: EUR 60 + 1 point; EUR 80 if you obstruct traffic; EUR 75 for the vehicle owner
In German the rule is Winterreifenpflicht, and snow chains are Schneeketten — that is the wording on signs, in hire-car paperwork and on any penalty notice.

Yes. Every car entering the Umweltzone, foreign-registered ones included, needs the green Umweltplakette, and German hire cars normally carry one. On top of that, the city's Dieselfahrverbot bars diesel cars of Euro 4 and older from the zone inside and including the Mittlerer Ring, green sticker or not. Either breach costs EUR 100. Outside the ring, at a Park & Ride on an S-Bahn or U-Bahn line, then ride the last stretch in. MVV lists its P+R sites with their prices; some are free and some charge, so check before you choose. Driving into the centre only to hunt for a garage is the slow, expensive option.
Difficult — avoid it. During Oktoberfest in late September and early October, central Munich and the area around the Theresienwiese are extremely congested, parking near the festival is effectively impossible, and drink-driving enforcement is heavy. Use the U-Bahn and S-Bahn, which run frequently to the grounds. If you're staying in the city, leave the car parked for the duration.
Germany's national rules apply: 50 km/h in built-up areas, 100 km/h outside them, and an advisory 130 km/h on Autobahn stretches without a posted limit. The blood-alcohol limit is 0.05%, and zero for drivers under 21 or still in their probationary period. Inside the ring, the green sticker and the diesel ban above are the two local rules.
Not for the city — the U-Bahn, S-Bahn and trams are excellent and the centre is walkable. A car comes into its own for the Bavarian Alps, the castles like Neuschwanstein, and the lakes south of the city, driven out from a Park & Ride rather than used in the centre.
