Lugo's ZBE covers only the old town inside the Roman walls and controls entry by authorisation, not by Euro class. The ordinance gives a one-year adaptation period before any fine.
Lugo’s emission zone ends where the Roman walls do. The Concello has drawn it around the recinto intramuros alone, and it is an access scheme: residents, businesses and services register their number plates, and cameras at the gateways check them. A car’s Euro class does not come into it. The ordinance also builds in a one-year adaptation period, used to inform drivers before anyone is fined.

Park outside, then walk the wall
The walls run for more than two kilometres with ten gates and 85 towers, and Galicia’s tourism board calls them the only complete Roman city wall in the world. Leave the car outside the circuit, walk in through a gate and climb to the walkway on top, which is over seven metres wide in places. If your hotel is inside the walls, the revised ordinance lets guests drive to the door for a justified reason and the minimum time needed.

Spanish urban limits are set by lane count: 50 km/h on streets with two or more lanes each way, 30 km/h with one lane each way and 20 km/h on single-level streets. The general alcohol limit is 0.5 g/l in blood.
Beyond the city
A car earns its keep outside Lugo, heading south to the Miño valley and the Ribeira Sacra vineyards along the Sil.
