Inside Lucca's walls, ZTL C is open to all drivers; ZTL B and A are permit-only, watched by cameras on entry and exit. Most visitors park outside the walls, for example at Carducci.
Locally the zone is called Zona a Traffico Limitato Lucca (Italy) — that is the wording on the boundary signs, on the official portal and on any penalty notice, so it is the phrase to search for once you are there.

Lucca’s walls do not seal off a single car-free zone. The council’s rules divide the centre into three rings of strictness: ZTL C is open to any driver under a 30 km/h limit, ZTL B admits permit holders, and ZTL A bars entry and parking without a permit at any hour, with cameras on the way in and out. For a visitor the simple route is still to park outside, at the Carducci car park by Porta Sant’Anna, and walk through the gate.

Park outside the walls
Carducci, just outside Porta Sant’Anna, and Piazzale Don Aldo Mei are the usual choices. A wrong turn into ZTL A or B costs EUR 83-332; since 14 December 2024 repeat entries into the same zone on one day are fined once. Italy’s general rules: 50 km/h in town, 0.05% blood alcohol, zero for drivers under 21 or in their first three years.
The walls are the attraction
The top of the walls is a wide, tree-lined promenade of about 4 km around the town. Walk it or hire a bike near the gates.
When the car helps
For Pisa, the coast and the Garfagnana, the car earns its place, parked outside the walls while you are in town.

Winter tyres in Italy — 2026–27 season
Winter tyres are required in Italy whenever conditions are wintry — 15 Nov - 15 Apr (varies by region and road).
- Tread minimum: 1.6 mm — Italy sets no separate winter figure.
- Accepted marking: M+S / MS / M-S / M&S (3PMSF not required)

- Penalty: €87–345 outside built-up areas, from €42 inside, plus an order not to continue
In Italian the rule is pneumatici invernali, and snow chains are catene da neve — that is the wording on signs, in hire-car paperwork and on any penalty notice.

Only partly. The area inside the walls is divided into three zones. ZTL C is open to everyone, with a 30 km/h limit and a 3.5 t cap, and parking in the blue bays. ZTL B admits permit holders only, and in ZTL A access and parking are always prohibited without a permit. Cameras check vehicles entering and leaving.
Unauthorised entry is fined EUR 83-332 under article 7 comma 14 of the Codice della Strada, 30% less if paid within five days. Since 14 December 2024, several camera-recorded entries into the same ZTL on one calendar day count as a single violation (article 198 comma 2-bis).
The Carducci car park just outside Porta Sant'Anna, run by Metro, is a few minutes' walk from the centre, and Piazzale Don Aldo Mei is another common choice. Hotel guests inside ZTL A or B can be registered by their accommodation under the Z4 guest permit.
Separately from the ZTL, Lucca's Zona Verde, set by mayoral ordinances of 2019 and 2024, bans petrol cars at Euro 0, diesel cars at Euro 0, 1 and 2 and Euro 0 mopeds and motorcycles. Most visitors' cars are well above that line.
Lucca's Renaissance walls survive complete, and the tree-lined rampart on top forms a promenade of about 4 km around the town, used by walkers, runners and cyclists. Bikes can be hired near the gates.
