Logroño's ZBE perimeter is drawn and signposted, but the ordinance has not been approved, so no DGT label is checked and no fine applies. When it starts, only unlabelled non-resident cars go.
Logroño has drawn its low-emission zone but not switched it on. The perimeter, bounded by calle Madre de Dios, calle Luis de Ulloa, Avenida de la Paz and Avenida de Doce Ligero de Artillería, is defined and signposted. The ordinance behind it has not been approved, and the council’s ZBE pages say the rules will be filled in once it has. Until then any car may enter, with or without a DGT label, and there is no fine.

What the first rule will look like
The council has published its plan: cars with a 0, ECO, C or B label will circulate freely, and only unlabelled vehicles of non-residents will be barred, after a moratorium. A labelled car keeps its access even then. Spanish towns default to 30 km/h on streets with one lane each way and 50 km/h on wider ones.
Park, walk the pinchos street
Park in a central car park and walk to the old town, the Camino de Santiago route and Calle Laurel, where each bar serves its own pinchos with a glass of Rioja.
The car’s real job: the Rioja wineries
Keep the car for the bodegas and wine towns: Haro, Laguardia and Elciego, where the Marqués de Riscal winery has buildings by Frank Gehry. Regional buses also run to all three. Drivers need a designated non-drinker: the general limit is 0.5 g/l of blood alcohol, 0.3 for novices.
