Can your car enter Leverkusen?
Leverkusen has never had an Umweltzone. The Umweltbundesamt register of German low-emission zones, which lists all 58 zones ever created, has no entry for the city, so no Plakette is needed here and no emissions fine exists. The catch lies next door: Cologne, a few kilometres south, runs an active zone, so the sticker question comes back the moment you drive on.

Is There a Low Emission Zone in Leverkusen?
No. Leverkusen is absent from the federal register of German low-emission zones (35 active, 23 withdrawn). No Umweltplakette is required and no low-emission penalty applies.
Crossing into Cologne
Cologne’s Umweltzone is active, and like every German zone it requires the green Plakette; driving in without one costs EUR 100. German hire cars carry the sticker already. Bayer and the BayArena
The city grew up around the Bayer company, and its football club, Bayer 04 Leverkusen, plays at the BayArena on Bismarckstraße. On match days the streets around the stadium fill early; allow extra time or come by train.

Use a central garage or park at the station. Germany’s national limits apply: 50 km/h in town and a 0.05% alcohol limit.
When the car helps
Keep it for the Bergisches Land hills to the east.
