La Línea ZBE 2026: No-Label Cars Shut Out of the Centre

La Línea de la Concepción does run a low-emission zone, and in 2026 it bites: cars with no DGT environmental label may not enter ZBE I, the grid of central streets around the Plaza de la Iglesia and calle Real. B, C, ECO and 0 labels still pass. The zone went live on 25 April 2025 with a warning-only phase to the end of that year, and plate cameras now watch ten control points.

The calendar

• 2026: no-label vehicles out; B, C, ECO, 0, personal mobility vehicles and authorised vehicles in.
• 2027: B labels out.
• 2028: C labels out, leaving ECO, 0 and authorised vehicles.

Two further restrictions sit alongside it. ZBE II, the inner roads of Parque Princesa Sofía, has been closed to every unauthorised vehicle since 31 January 2023. And a handful of streets inside the centre are special-sensitivity areas (ZES), open only to residents with a garage, whatever the label. Traffic may circulate freely on the perimeter streets of both zones.

A car with foreign plates

A foreign-registered car carries no Spanish sticker, so treat it as unlabelled. The council’s portal offers a plate checker and an authorisation request, and it lets in guests of tourist accommodation and users of public or private car parks when those businesses are connected to the zone system. If yours is not, park outside the perimeter. Spain’s traffic law classes ignoring a low-emission-zone restriction as a serious offence, which carries a EUR 200 fine.

Walking into Gibraltar

The frontier is the reason most visitors come. Visit Gibraltar notes that many people cross the airport runway on foot to reach the town; inside Gibraltar the streets are narrow, parking is mostly pay-and-display, and the tourist board advises against bringing caravans or motorhomes. Leaving the car on the Spanish side and walking across is the low-effort option. Spain’s general rules: 50 km/h only on urban streets with two or more lanes each way (30 or 20 on smaller streets) and 0.5 g/l alcohol.

For the Campo de Gibraltar and the Atlantic coast towards Tarifa and Cádiz, driven from outside the zone.
