Karlsruhe’s 18th-century planners laid its streets out like a fan, radiating from the grand palace at the centre — and the Umweltzone that once required a green Umweltplakette here has since been withdrawn, so no sticker or fine applies to any car now. Green sticker, then park and ride the tram-train
Get the Umweltplakette (around EUR 10-12, permanent — German rentals carry one); without it the fine is EUR 100. Karlsruhe pioneered the tram-train — park at a park-and-ride and ride in to the palace at the hub of the fan plan. Germany’s limits: 50 km/h urban, 0.05% alcohol (zero under 21 or first two years).

In German the rule is Winterreifenpflicht, and snow chains are Schneeketten — that is the wording on signs, in hire-car paperwork and on any penalty notice.

Because it was laid out in the early 18th century as a planned baroque city radiating from the margrave's palace: 32 streets fan out like the spokes of a wheel (or the ribs of a fan) from the palace tower at the centre, with the city occupying the southern segments and parkland the north.
