Groningen’s milieuzone for cars was talked about and never introduced, so no sticker, permit or low-emission fine applies to a car here. Since April 2025 the old centre has been a zero-emission zone, but only for delivery vans and lorries. The bigger obstacle for drivers is older and cleverer: the 1977 traffic circulation plan split the centre into four sectors with no direct car route between them, so crossing town means looping out to the canal ring while cyclists cut straight through.

Is There an Environmental Zone in Groningen?
Not for cars. No milieuzone has ever applied to passenger cars. The zero-emission zone inside the Diepenring, Westerhaven and Sledemennerbuurt, enforced by number-plate cameras since 1 April 2025, is for business vans and lorries.
Don’t drive through, park and cycle
The sector plan makes crossing the centre by car deliberately slow. Use a P+R on the edge and cycle or walk into the Grote Markt and the Martinitoren. Dutch rules: 0.05% alcohol (0.02% for drivers in their first five years), 50 km/h in town, and watch for cyclists at every turn.

Keep it for the northern Netherlands, the Wadden Sea coast and the island ferries, driven out from a Park & Ride.
