Cuenca's ZBE checks the DGT label, not Euro class: only cars with no label are stopped, weekdays 07:00-21:00. The fine is EUR 200, halved to EUR 100 if paid within 20 days.
Cuenca’s Casas Colgadas push their wooden balconies straight out over the Huecar gorge, and the old town above them sits on a narrow ridge that was never built for cars. The low emission zone looks at your DGT label, not your Euro number: a car with a 0, ECO, B or C sticker gets in, and only unlabelled cars are kept out on weekdays 07:00-21:00.

What the cameras check
The zone sorts vehicles by Spain’s DGT environmental label. Breaking a ZBE restriction is listed as a serious offence in the national traffic law, which carries a EUR 200 fine, cut to EUR 100 if you pay within 20 days. A car registered abroad has no DGT label on file, so the simplest plan is to leave it below the old town during restricted hours.
Park below, walk up to the hanging houses
The historic centre is steep and largely pedestrian. Park in the lower town and walk or bus up the ridge to the Casas Colgadas, home of the Museum of Spanish Abstract Art, the cathedral and the San Pablo footbridge across the gorge. Spain’s urban limit is 50 km/h; the alcohol limit is 0.5 g/l in the blood, 0.3 g/l for novice drivers.
When the car helps
Keep it for the region around the city: the Ciudad Encantada rock formations and the Serrania de Cuenca, driven from a car park below the ridge.

Foreign cars carry no DGT sticker and are not on the Spanish label register, so the camera cannot read a label for them. Before driving into the restricted hours, ask the city or your hotel how foreign plates are treated, or simply park outside the zone and walk up.
The Casas Colgadas are medieval houses built on the edge of the cliff above the Huecar gorge, with wooden balconies projecting over the drop. The best known now house the Museum of Spanish Abstract Art. The classic view is from the iron San Pablo footbridge across the gorge.
In the lower, newer town or a car park below the old town, then walk or take a local bus up the ridge. The historic centre is steep, narrow and largely pedestrian, so the car is more trouble than help up there.
Not for the old town. Cuenca is on the high-speed line from Madrid, and the centre is walkable once you are up the hill. A car earns its place for the Ciudad Encantada rock formations and the Serrania de Cuenca, driven from a car park below the ridge.
