Driving inside Biella's ZTL is banned as a rule, at any hour, unless you hold a permit. It covers the centre, the Piazzo, Riva and the Coste, widens on Sundays, and a breach costs EUR 83-332.
Locally the zone is called Zona a Traffico Limitato Biella (Italy) — that is the wording on the boundary signs, on the official portal and on any penalty notice, so it is the phrase to search for once you are there.

Biella’s ZTL is not a timetable. The comune’s regulation says that driving inside the ZTL is prohibited in general, and then lists who is exempt. The zone takes in the Centro Storico, Rione Piazzo, Rione Riva and the Coste, watched by 13 camera gates, and a wider historic-centre zone applies on Sundays only. Without a permit, a breach costs EUR 83-332; since 14 December 2024, repeat entries into the same zone on one day count as one violation.

Park below, ride the funicular
Leave the car in the lower town and take the funicular up to the medieval Piazzo. The line dates from 1885, and the comune has modernised it with inclined lifts; its news page posts maintenance closures. If your hotel is inside the ZTL, tell it your plate on arrival: the regulation lets hotels in the zone authorise guests’ cars and requires them to report the plates within 48 hours. Anyone else with an occasional need must register the plate in person at the Polizia Municipale first and display the receipt on the dashboard. Italy’s limits: 50 km/h in towns, 0.5 g/l alcohol, zero for drivers under 21 and in their first three years.

Keep it for the Sanctuary of Oropa in the mountains above the city, home of the Black Madonna and part of a UNESCO World Heritage site, and for the valleys around Biella, driven from a car park outside the ZTL.
