Benevento’s ZTL admits cars by registered plate, not by engine: residents, property owners, clergy, municipal administrators and doctors can have a plate put on the list, and camera gates record everyone else. A breach costs EUR 83-332. The reward for parking outside is a walk to one of the best-preserved Roman triumphal arches anywhere, the Arch of Trajan, in a city whose witch legend gave the world the Strega liqueur.

A permit on paper, not online
The authorisation is requested from the comune’s traffic office with two EUR 16 revenue stamps, one for the application and one for the permit, and the comune commits to issuing it within 20 days. That rules it out for a short visit, so plan to stay outside the gates. If a wrong turn takes you through the same ZTL twice in a day, article 198 c.2-bis of the Highway Code, in force since 14 December 2024, means one fine rather than two.
Park outside, walk to the Roman arch
Walk the old town to the Arch of Trajan, the church of Santa Sofia (part of a UNESCO serial site of Lombard monuments) and the Roman theatre. Italy’s limits: 50 km/h in town and 0.05% alcohol, zero for drivers under 21 or in their first three years.
When the car helps
Keep it for inland Campania: the Sannio wine country, the Taburno and Matese mountains and the hill towns.

Camera gates record everyone else, and the Highway Code fine is EUR 83-332. The comune publishes no fixed daily timetable, so the sign at each gate is the reference.
The Arco di Traiano is one of the best-preserved Roman triumphal arches anywhere, raised around 114 AD in honour of the emperor Trajan and carved with reliefs of his deeds, at the start of the Via Traiana to Brindisi. It stands in the walkable old town.
Medieval legends placed witches' gatherings under a walnut tree near the city, a folklore famous enough to name Strega, the yellow herbal liqueur made in Benevento since the 19th century. The legend runs through the city's identity and souvenirs.
Use a car park on the edge of the historic core and walk in. The Arch of Trajan, the church of Santa Sofia, the Roman theatre and the cathedral are all within walking distance. If you are staying inside the zone, ask your accommodation before arrival how your plate can be authorised.
