Is a 2014 petrol car too old for Stuttgart?

No. Stuttgart's headline restrictions - the city-wide Diesel-Verkehrsverbot in force since 1 January 2019 and the tighter kleine Umweltzone rule since 1 July 2020 - apply to diesel vehicles only. What is the fine if I drive into Stuttgart without the sticker?

EUR 100. It is charged for the missing Umweltplakette itself, not for the emission class, so a car that comfortably meets the standard still pays it if the sticker is not on the windscreen. Enforcement is police spot checks combined with camera monitoring, around the clock.

Do I need a day permit for Stuttgart?

No. There is no day-permit system here. The Umweltplakette is a one-off purchase of EUR 5-15 that stays valid for the life of the vehicle's current engine, so there is nothing to renew for a return trip.

Which exemptions exist?

Electric and hydrogen vehicles, historic H-plate cars, emergency vehicles and military vehicles fall outside the sticker requirement. Two bans, both about diesel

Few German cities have layered as many restrictions as Stuttgart, and all of the difficult ones are fuel-specific.

City-wide Diesel-Verkehrsverbot, since 1 January 2019: diesel Euro 4/IV and worse are barred from the whole city, green sticker or not.
Kleine Umweltzone, since 1 July 2020: diesel Euro 5/V and worse are additionally barred from the Talkessel plus Bad Cannstatt, Feuerbach and Zuffenhausen.

Stack them and the effective diesel minimum is Euro 5 across the city and Euro 6 inside the inner districts. Euro 6 diesel is unaffected by either.

None of that reaches a petrol engine. Petrol answers to the original Umweltzone rule alone, which asks for a regulated catalytic converter - Euro 1 and up in practice. A 2014 Euro 6 is five classes clear.

The sticker is the only thing to arrange

Being well above the floor does not remove the display requirement. The green Umweltplakette must be visible on the windscreen of every vehicle inside the zone. It costs EUR 5-15, is bought once, and lasts the life of the car’s current engine - there is nothing to renew before a second visit.

What enforcement actually looks like

Police spot checks plus camera monitoring, 24 hours a day. The penalty for entering without the sticker is a flat EUR 100, and it attaches to the missing sticker rather than to anything about the engine. A Euro 6 petrol car with no plaque pays exactly what a Euro 1 one does.

Three through-routes that sit outside the diesel ban

Worth knowing if a diesel is part of the same trip. The city excludes three signed corridors from the Diesel-Verkehrsverbot:

Hafenbahnstrasse, between the B10 and Oberturkheimer Strasse
Heerstrasse, Mittlere Filderstrasse and Neuhauser Strasse, along the A8
B10 and B27a, between Korntal-Munchingen and Kornwestheim

They allow a banned diesel to pass through rather than into Stuttgart. A petrol car needs none of this.
