Madrid 2026: A 2018 Petrol Euro 4 Carries the C Label
Madrid sorts cars into DGT bands, and petrol from Euro 4 lands in C — the band that drives the entire municipality, day and night. The obstacle is paperwork, not emissions: the Distintivo Ambiental costs EUR 5 and is issued only to Spanish-registered vehicles, so a foreign plate must be registered with the city first. Getting it wrong is EUR 200, or EUR 100 within 20 days.

The label, not the Euro number, is what the camera resolves
Spain’s system predates the question most drivers ask. The DGT assigns every car a band, and Madrid’s rules are written against the bands:
- 0, blue — electric and plug-in hybrid. Everywhere.
- ECO — full hybrids, CNG and LPG. Near-total freedom.
- C, green — petrol from Euro 4, diesel from Euro 6. Admitted across the ZBE.
- B, yellow — petrol Euro 3, diesel Euro 4 and 5. The band that keeps losing ground.
- No label — barred, and the Madrid-registered moratorium ended on 1 January 2026.

The step that actually catches visitors
The label is a Spanish registration document, not a tourist purchase. It is issued for EUR 5 against a Spanish plate, and a foreign-registered car cannot obtain one however compliant it is. The route for a foreign plate is registration with the city, arranged days ahead rather than on the drive in, so the ANPR system can tie the plate to an emission class. A plate the system cannot classify is read as unknown, and unknown behaves like non-compliant.
What enforcement looks like
Cameras at the entry points and Policia Municipal inside. No barriers, no gates. The penalty is EUR 200, halved to EUR 100 if it is settled within 20 days on the DGT sede electronica. In a rental the agency pays first and rebills with a handling fee; in your own car a notice can still reach your home address, though not through the EU cross-border enforcement directive, which covers eight road-safety offences and does not include emission zones.
