Is a 2010 car too old for the Brussels LEZ?

Age is not what the zone measures. The standard is petrol Euro 3 and diesel Euro 6, so a petrol Euro 4 from 2010 is a class above the requirement, exactly as a Euro 4 from 2018 would be.

Why the date on the plate does not decide anything

The LEZ regulation names Euro classes and fuel types. It does not contain a model-year cut-off, which is why a well-kept 2010 petrol car is treated identically to a 2018 one of the same class, and why a newer diesel can be refused while this car is waved through. The class is recorded on the registration document — field V.9 or the certificate of conformity — and that entry is the whole of the emissions question.
