Rome 2026: Petrol Euro 3 Passes the Ring, Not the ZTL
A 2018 petrol Euro 3 is above Rome’s Fascia Verde line, which stops at Euro 2. The Centro Storico ZTL is a different scheme entirely — permit and gate hours, not emissions — and an unauthorised day in it carries EUR 83-332.

The emission ring is not your problem
The Fascia Verde covers most of urban Rome and, under ordinanza 145 of 30 October 2025, bars petrol, LPG and methane vehicles up to Euro 2, diesel and dual-fuel vehicles up to Euro 3, and two-wheelers up to Euro 1. The order runs from 1 November 2025 to 31 October 2026, applies Monday to Saturday around the clock apart from mid-week public holidays, and binds residents’ own cars as well as visitors’. A petrol Euro 3 sits one class above the petrol line.
The permit zone is
Inside the ring sits the Centro Storico ZTL, where entry during gate hours depends on holding an authorisation — residency, a whitelisted hotel booking, or another recognised category. Emission class has no bearing on it. The cameras at the varchi read every plate and check it against the permit list, which is why an immaculate rental car and a twenty-year-old diesel are refused on identical terms.
Know the clock for the sub-zone you are entering
Centro Storico gates are live Monday to Friday 06:30-18:00 and Saturday 14:00-18:00. The Tridente runs Monday to Friday 06:30-19:00 and Saturday 10:00-19:00. Separate night zones operate in Trastevere and San Lorenzo from Wednesday to Saturday 21:30-03:00, and in the centre and Testaccio on Friday and Saturday nights 23:00-03:00. Guessing a single set of hours for the whole centre is how most visitor fines start.
What getting it wrong costs
Between EUR 83 and 332 under article 7(14) of the traffic code, counted once per zone per calendar day since 14 December 2024 (art. 198 c.2-bis). A wrong turn through three varchi of the same zone is one violation; a second day is a second notice, and they arrive by post months later at a foreign address.
The practical route in
Have the hotel whitelist your plate if you are staying inside the boundary — that is the standard visitor path. Otherwise park at Saxa Rubra, Anagnina or EUR and take the metro, which reaches the centre in 15 to 25 minutes and removes both schemes from the question at once.
