Madrid 2026: Petrol Euro 3 Gets the B Label, Not C
Petrol Euro 3 is the yellow B band, one step below the green C that starts at Euro 4. B still holds a label, and that is the line Madrid enforces hardest: unlabelled cars are barred, and their Madrid-registered moratorium ended on 1 January 2026. So the answer is yes for the municipal zone — with the caveat that B is the band the city squeezes first inside the M-30.

One step from each outcome
| Class | DGT band | Position in Madrid |
|---|---|---|
| Petrol Euro 4 and newer | C, green | Admitted across the municipality |
| Petrol Euro 3 | B, yellow | Admitted, but narrowed inside the M-30 |
| Below Euro 3, no label | None | Barred; moratorium ended 1 January 2026 |
Reading the band off the registration document rather than the model year is the whole exercise here, because the two steps either side of B lead to very different days.
What B actually costs a visitor in practice
Not access to the city, but flexibility inside it. The special-protection areas — the Distrito Centro and Plaza Eliptica, the strictest patch in Madrid — run restricted windows for the lower bands, and 2026 tightens them again inside the M-30 perimeter. A sat-nav that routes down Gran Via toward Sol does not know which label the car carries. Planning a B-band car around the outer city and the Metro removes the problem rather than managing it.
The label itself
EUR 5, issued against a Spanish plate, not sold to foreign-registered vehicles. A visitor bringing their own car registers the plate with the city instead, several days ahead, so the camera system can attach an emission class to it. Cars the system cannot classify are treated as unknown, which in practice means a fine.
If it goes wrong
EUR 200, cut to EUR 100 if paid within 20 days on the DGT sede electronica. A rental agency pays first and rebills with a handling fee. For a private foreign-plated car a notice can still arrive at a home address, but not through the EU cross-border enforcement route — that directive lists eight road-safety offences and emission zones are not among them.
Madrid checklist for this car
- ✅ Confirm the band from the registration document: Euro 3 petrol is B, not C
- ✅ Treat the municipal zone as open and the M-30 special-protection areas as the constraint
- ✅ Ask a hire desk which label the car carries, not how new it looks
- ✅ Foreign plate: register with the city, because the EUR 5 label is Spanish-plate only
- ✅ Pay any fine within 20 days to halve EUR 200 to EUR 100
