Can a petrol Euro 3 car enter Paris?
Not during restricted hours. Paris states that “les véhicules catégorisés Crit’Air 5, Crit’Air 4, Crit’Air 3 et Non Classé ne peuvent pas rouler” inside the metropolitan zone (paris.fr, updated 30 December 2025), and petrol Euro 2 and Euro 3 both sit in Crit’Air 3 under the arrêté of 21 June 2016.
The petrol line runs between Euro 3 and Euro 4. Crit’Air 2 begins at petrol Euro 4, first registered from 1 January 2006; petrol Euro 5 and Euro 6, registered from 2011, move up to Crit’Air 1. So a petrol car is admitted from 2006 onwards and excluded before it — a narrow gap that this car falls on the wrong side of.
The rating is worth checking
Euro 5 has been mandatory for newly registered petrol cars since January 2011, so a 2014 registration genuinely rated Euro 3 is out of the ordinary. It usually indicates a vehicle imported from outside the EU, a re-registered older car, or an error carried in a database. Field V.9 on the Certificate of Conformity gives the Euro standard outright, and anything from Euro 4 upwards turns this verdict around.
What enforcement looks like in 2026
The Métropole du Grand Paris has set an educational period to 31 December 2026, during which “aucune sanction ne sera appliquée” and checks are occasional and informational. A Crit’Air 3 petrol driven into Paris on a Wednesday in 2026 is breaking the rule and, as things stand, will not be fined for it.
The penalty exists in law and simply waits: article R411-19-1 of the code de la route sets a fixed fine of EUR 68 for cars, vans and motorcycles and EUR 135 for HGVs, buses and coaches, with no licence points. It is issued per entry once enforcement begins.
The windows that stay open
- Weekends — the car restriction is Monday to Friday only.
- Before 08:00 and after 20:00 on any day.
- Public holidays — explicitly excluded from the car rule.
- A 24-hour pass on 24 days a year, available to Crit’Air 3 vehicles.
Buses, coaches and lorries have none of this: their 08:00-20:00 window runs seven days a week.
