The same law also underpins the IG-L speed limits you will see on Austrian motorways, which are about emissions but not about your Euro class. Neither strand has ever reached a private car in Vienna.
What actually constrains driving in Vienna
Emissions aren’t the practical issue here — parking is. Almost the entire city sits inside a Kurzparkzone with a strict time limit, so a Park & Ride connecting to the U-Bahn is worth planning for reasons that have nothing to do with this car’s Euro class.
