Rome 2026: Euro 5 Diesel Passes the Fascia Verde Ring
A 2018 diesel built to Euro 5 is three classes above the line the Fascia Verde draws: the current ordinance bars diesel only up to Euro 3. What it does not do is open the Centro Storico ZTL, a permit gate that ignores emissions entirely and charges EUR 83-332 per day inside it.

Two gates, and only one of them asks about the engine
Rome layers two unrelated restrictions over the same city, and conflating them is how most visitors get a surprise in the post months later. The Fascia Verde is the emission rule: a large ring covering most of urban Rome, in force Monday to Saturday around the clock, excluding mid-week public holidays. The ZTL network is a permit-and-hours system guarding the historic core and a handful of neighbourhoods. A Euro 5 diesel settles the first question and inherits the second unchanged.
What the ordinance actually bars
Under ordinanza 145 of 30 October 2025, running to 31 October 2026, the Fascia Verde excludes petrol, LPG and methane vehicles up to Euro 2, diesel, dual-fuel and mixed-fuel vehicles up to Euro 3, and two-wheelers up to Euro 1. Residents’ own cars are covered by the same thresholds — there is no local exemption based on address. Exempted categories include disabled-service, emergency and public-utility vehicles, waste and grounds-maintenance fleets, historic and collector vehicles, and LPG or methane cars registered or converted before 1 November 2024.
At Euro 5, none of that applies to this car. Nothing is bought, registered or displayed.
Getting a compliant car into the Centro Storico
The varchi cameras check one thing: whether the plate is on the authorised list. Hotels and B&Bs inside the zone can register a guest’s plate for the stay, and that is the practical route in — confirmed by email before arrival rather than assumed at check-in. There is no visitor day-pass, and no Euro class substitutes for authorisation.
