Cologne 2026: Euro 5 Diesel Passes on the Green Badge
Yes. Cologne’s Umweltzone has run at the green stage since 1 July 2014 and asks diesels for Euro 4, or Euro 3 with a retrofitted particulate filter, so a 2018 Euro 5 is a class above it. The thing that actually gets checked is the green Umweltplakette on the windscreen — EUR 5-15, no foreign-plate exemption — and driving in without one costs EUR 100, with no licence point.

One hurdle, not two
Cologne is simpler than the German cities it gets grouped with. There is no diesel through-ban layered over the zone: the federal register’s list of diesel traffic bans names only Darmstadt, Stuttgart and München. Here the green badge is the entire requirement, and a Euro 5 diesel satisfies the standard behind it comfortably.
The zone covers the inner-city ring — the Dom, the Altstadt and the Rhine waterfront — around the clock. The Autobahn running through the city is outside it, so a route that stays on the motorway is unaffected.
What the green badge actually tests
Pollutant group 4, judged differently by fuel:
- Diesel — Euro 4 or better, or Euro 3 with a retrofitted particulate filter.
- Petrol — a regulated catalytic converter, which in practice means Euro 1 and newer.
That asymmetry is why a carefully kept 1990s petrol car can display a green badge while a mid-2000s diesel cannot. For a 2018 Euro 5 diesel the diesel line is the relevant one, and it is already met.
Getting the badge
Order from umwelt-plakette.de or collect it at a TÜV or DEKRA station with the registration document, for EUR 5-15. It sticks to the windscreen and lasts the life of the vehicle, so one bought for a previous German trip still counts. Resellers charging more sell the identical document.
Enforcement and the bill
Police spot checks and cameras, 24 hours a day. The fine is a flat EUR 100, and the Flensburg point that once came with it was abolished, so there is no licence consequence. For a compliant Euro 5 diesel the only realistic route to that bill is an empty windscreen.
What sits outside the question
Electric and hydrogen vehicles are admitted, and H-plate historic cars are exempt from the badge requirement altogether. The Karneval closures in February widen the car-free area temporarily but change none of the Umweltzone rules.
