Can a diesel Euro 5 car enter Barcelona?

The ZBE Rondes is a weekday, daytime scheme: Monday to Friday, 07:00 to 20:00, and not on public holidays. Outside those hours the restriction is simply not running, which is why a Friday-evening arrival and a whole weekend in the city never touch it. During a declared pollution episode the city can extend the rules, and the penalty goes up with them.

What it costs to get it wrong

A non-compliant or unregistered entry is EUR 200, reduced to EUR 100 if paid within roughly 20 days, and EUR 260 during a declared pollution episode. ANPR cameras and police enforce it, and the charge attaches per entry rather than per day, so two trips through the boundary can mean two notices.
