Rome 2026: A Diesel Euro 5 Is Fine Until the Varchi
Rome’s Fascia Verde stops diesel, dual-fuel and mixed-fuel vehicles only up to Euro 3, so a 2014 diesel Euro 5 has two classes in hand and may drive and park inside the ring. The varchi guarding the historic core are a different matter: they check an authorisation list and never the engine, at EUR 83-332 per zone per day.

The ring rule, and how low the diesel line sits
Ordinanza 145 of 30 October 2025, running from 1 November 2025 to 31 October 2026, sets what may not be inside the Fascia Verde: diesel, dual-fuel and mixed-fuel vehicles from pre-Euro 1 through Euro 3; petrol, LPG and methane through Euro 2; two-wheelers through Euro 1. That line is lower than most visitors assume, which is why so few modern hire cars are ever caught by it.
The restriction is in force Monday to Saturday, around the clock, excluding mid-week public holidays, and it bites on parking inside the ring as much as on driving through it. Residents are not exempt — the city’s notice is addressed to them specifically.
Where a Euro 5 diesel actually gets stopped
At the gates of the historic centre. The ZTL runs on eligibility: residents, permit holders, guests whose accommodation filed the plate, emergency and public-transport vehicles. Nothing about the exhaust enters the calculation, and no visitor day pass is sold. The published windows:

The hotel registration, done properly
If the address sits inside the varchi, the hotel or B&B enters your plate with the Comune for the dates of the stay. It must exist in the system before the camera reads it. Send the plate, make and arrival time by e-mail, ask for confirmation in writing, and then take one route in and one route out.
What the exposure looks like
EUR 83-332 under Article 7(14), applied once per zone per calendar day (art. 198 c.2-bis). Doubling back through the same area does not reset anything; it adds. Notices reach foreign addresses years later, and rental agencies attach their own administration fee. Park at Saxa Rubra, Anagnina or EUR — all outside the ring, all on a metro line into the centre in 15-25 minutes — and the whole question disappears.
