Milan Area B Shuts Out a 2014 Euro 5 Diesel in 2026

No. The Comune di Milano states that Area B’s ban on Euro 5 diesel has applied to passenger cars since 1 October 2023, so a 2014 Euro 5 diesel cannot legally drive into Area B on a weekday between 07:30 and 19:30. Area B covers nearly the whole city. The regional Euro 5 diesel ban that would have covered the remaining streets was postponed from 1 October 2026 to 1 October 2027.

Can a diesel Euro 5 car enter Milan?

No. The comune’s own list of vehicles already barred from Area B reads “benzina Euro 0-1-2-3, Diesel Euro 0-1-2-3-4-5”, and the Area B calendar puts Euro 5 diesel cars under bans already in force. The diesel floor for a car is therefore Euro 6, not Euro 5. Goods vehicles and buses running to Euro 5 diesel were added on 1 October 2024.

Being a late Euro 5 makes no difference. Area B works from the emission class alone, so a 2014 Euro 5 is treated exactly like a 2009 one; there is no grandfathering for newer registrations of the same class, and no reduced rate to pay.

The regional rule, now deferred to 2027

Milan’s ban is municipal. Lombardy has its own: regional decision 4843 of 28 July 2025 set 1 October 2026 for Euro 5 diesel cars in the urban areas of Milan, Brescia, Monza and Bergamo, Monday to Friday 07:30 to 19:30. On 28 September 2026, after decree-law 167, decision 6846 pushed that to 1 October 2027, keeping the region’s limits up to Euro 4 diesel as they are.

None of this reopens Area B to a 2014 Euro 5 diesel. The deferral matters only for the slivers of Milan outside Area B, and for Brescia, Monza and Bergamo. The regional penalty, once it applies, is EUR 75 to EUR 450 under article 27 of regional law 24/2006, on top of any Area B fine of roughly EUR 80 to EUR 335.

What you can do instead

  • MoVe-In. Regione Lombardia’s telematic scheme swaps the weekday ban for a capped annual mileage measured by a black box. Euro 5 diesel cars can join the version applied to Milan’s Area B.
  • Park and ride. ATM’s Metro Park & Ride sites sit outside Area B on the M1, M2 and M3, and a day’s parking plus a transport ticket costs a fraction of one fine.
  • Weekends and evenings. Area B is not enforced at weekends, on public holidays, or outside 07:30-19:30 — and the regional limits use the same weekday window.
  • Hire a compliant car. A Euro 6 diesel or any petrol car from Euro 4 clears Area B today.

Who is exempt

Electric, hybrid and multimodal vehicles are excluded, as are petrol-LPG and petrol-methane bi-fuel cars from Euro 2, FIVA-documented historic vehicles, disabled-badge vehicles, emergency and police vehicles, and CD/CC diplomatic plates. Cars carrying three or more people and trips to a booked roadworthiness test are exempted case by case. A particulate filter is not a way in: since 1 October 2023 for cars, Lombardy no longer treats particulate-only abatement as effective, because it does nothing for nitrogen oxides.
