Can a diesel Euro 5 car enter Madrid?
Yes. Madrid’s Zona de Bajas Emisiones, branded Madrid 360, applies to the entire municipality and bars vehicles that meet no label band: petrol below Euro 3 and diesel below Euro 4 (Ayuntamiento de Madrid). A diesel certified to Euro 5 is admitted.
The number that decides this is on the Certificate of Conformity. A 2014 registration year is not the test - plenty of 2014 diesels are Euro 5, some are not, and the certificate is what the register follows.
Label, or registration, depending on your plate
- Spanish plate: the DGT environmental label costs EUR 5 and is bought once, not renewed. It is the record the cameras check.
- Foreign plate: no DGT label is issued. A visiting car is handled through the city’s registration route instead, so arrange it before you arrive rather than at the boundary.
The centre is a tighter zone inside the zone
Madrid 360 is the municipal layer. Inside it the city operates ZBEDEP areas - Distrito Centro and Plaza Eliptica - where access windows are recorded as restricted for the B and C label bands, the bands a Euro 5 diesel falls into. Clearing the city-wide bar gets the car into Madrid; it does not by itself authorise a drive into the historic core, so check the area rules for the exact streets you plan to use.
What enforcement looks like
The zone has been active since 2022 and is watched by ANPR cameras and police around the clock. A breach is EUR 200, reduced to EUR 100 if paid within 20 days. Since 1 January 2026 the moratorium that protected Madrid-registered unlabelled cars has ended, so the ban now bites on residents too - a change that leaves this Euro 5 diesel unaffected, because it was never in the banned group.
If the car had not qualified
- Park & Ride at the outer rail stations, then a metro day pass - cheaper than one notice.
- Hire a compliant car, which any mainstream fleet will be.
- Check the core areas separately, because that is where a labelled car can still be turned back.
