Is a Euro 5 diesel allowed in Milan's Area B?

No. The Comune di Milano lists Diesel Euro 0 to 5 among the classes already barred from Area B, and dates the Euro 5 ban to 1 October 2023 for passenger cars. The floor for a diesel car is Euro 6.

Does a 2010 registration change anything?

No. Area B reads the emission class in field V.9 of the registration document, not the year of first registration. A car certified Euro 5 is barred whether it was registered in 2009 or 2015.

When is Area B enforced?

Monday to Friday, 07:30 to 19:30, public holidays excluded. Weekends and evenings are unrestricted. Lombardy's separate regional limits use the same weekday window, all year round.

An Area B breach runs roughly EUR 80 to EUR 335 under the Italian traffic code. A breach of Lombardy's regional emission limits is a different offence, at EUR 75 to EUR 450 under article 27 of regional law 24/2006.

Is there any legal way to drive it in?

MoVe-In is the official route: a black box records your mileage inside the restricted area and you drive up to a capped annual allowance instead of obeying the time bands. No. The Comune di Milano states that Area B’s ban on Euro 5 diesel has applied to passenger cars since 1 October 2023, so a 2010 Euro 5 diesel cannot legally drive into Area B on a weekday between 07:30 and 19:30. Area B covers nearly the whole city. Lombardy’s own Euro 5 diesel ban for the few streets outside Area B was due on 1 October 2026 but has been deferred to 1 October 2027.

Can a diesel Euro 5 car enter Milan?

No. The comune’s own list of vehicles already barred from Area B reads “benzina Euro 0-1-2-3, Diesel Euro 0-1-2-3-4-5”, and the Area B calendar puts Euro 5 diesel cars under bans already in force. The diesel floor for a car is therefore Euro 6, not Euro 5. Goods vehicles and buses running to Euro 5 diesel were added on 1 October 2024.

A 2010 registration does not help. Milan judges the emission class written on the vehicle document, not the model year, and a car certified Euro 5 is barred whether it left the factory in 2009 or 2015. If the document actually shows Euro 6, check it before you cancel the trip — some late-2010 registrations of facelifted models carry the higher class.

The regional rule, now deferred to 2027

Milan’s ban is municipal. Lombardy’s regional decision 4843 of 28 July 2025 added a second one for Euro 5 diesel cars in the urban areas of Milan, Brescia, Monza and Bergamo, weekdays 07:30 to 19:30, from 1 October 2026. Following decree-law 167 of 28 September 2026, regional decision 6846 of the same day moved that start to 1 October 2027; the region’s limits up to Euro 4 diesel stay in force.

For this 2010 car the postponement changes nothing inside Area B, which got there in 2023. It only means the strips of the comune outside Area B stay open to a Euro 5 diesel for another year. When the regional rule does start, it carries its own penalty of EUR 75 to EUR 450 under article 27 of regional law 24/2006, separate from the Area B fine of roughly EUR 80 to EUR 335.

What you can do instead

MoVe-In. Regione Lombardia’s telematic scheme swaps the weekday ban for a capped annual mileage measured by a black box. Euro 5 diesel cars can join the version applied to Milan’s Area B.
Park and ride. ATM’s Metro Park & Ride sites sit outside Area B on the M1, M2 and M3, and a day’s parking plus a transport ticket costs a fraction of one fine.
Weekends and evenings. Area B is not enforced at weekends, on public holidays, or outside 07:30-19:30 — and the regional limits use the same weekday window.
Hire a compliant car. A Euro 6 diesel or any petrol car from Euro 4 clears Area B today.

Who is exempt

Electric, hybrid and multimodal vehicles are excluded, as are petrol-LPG and petrol-methane bi-fuel cars from Euro 2, FIVA-documented historic vehicles, disabled-badge vehicles, emergency and police vehicles, and CD/CC diplomatic plates. Cars carrying three or more people and trips to a booked roadworthiness test are exempted case by case. A particulate filter is not a way in: since 1 October 2023 for cars, Lombardy no longer treats particulate-only abatement as effective, because it does nothing for nitrogen oxides.
