No. A diesel euro 4 car is below munich’s effective minimum (euro 5 diesel). Munich’s Dieselfahrverbot has banned diesel cars of Euro 4 and worse from the Umweltzone since 1 February 2023, inside and including the Mittlerer Ring, and a green Plakette does not exempt them. The effective diesel minimum is therefore Euro 5. Petrol cars need the green Plakette. Entering without meeting the standard costs EUR 100.

Can a diesel Euro 4 car enter Munich?
No. On 1 February 2023 Munich activated a Dieselfahrverbot covering its Umweltzone — everything inside the Mittlerer Ring, Ring included. It bans diesel vehicles of Euro 4/IV and worse, regardless of the green Umweltplakette. A 2018 Euro 4 diesel qualifies for the sticker and is still excluded: in Munich the traffic ban sits on top of the sticker system.

Violating the ban costs around EUR 100, enforced through police checks. Foreign plates can be traced and a notice posted, but emission-zone fines are outside the EU’s cross-border enforcement directive.
The Euro 5 outlook — worth knowing
German courts (up to the Federal Administrative Court, October 2024) have ordered Munich to extend the ban to Euro 5 diesel. Euro 5 remains legal today, but the direction is one-way — if you’re choosing a car for regular Munich trips, Euro 6 diesel or petrol is the durable choice.
