Can a diesel Euro 4 car enter Cologne?

Yes. A diesel Euro 4 vehicle registered in 2018 meets Cologne’s Umweltzone standard, which requires a minimum of Euro 4 for diesel vehicles. You are allowed to drive into the zone.

Qualifying and being admitted are two different steps, though. Germany checks the sticker, not the logbook: the car has to carry the green Plakette on its windscreen, and a compliant car without one is fined exactly like a non-compliant one.

Order the sticker from the official Umweltplakette portal or buy it at a registration office or test centre on arrival. Resellers charge a markup for the same document.

The two fuels take different routes to the same sticker

Cologne has been at the green stage since 1 July 2014, and the green sticker means pollutant group 4. For diesel that is Euro 4, or Euro 3 with a retrofitted particulate filter. For petrol it is simply a regulated catalytic converter, which every Euro 1 car and newer has. The practical consequence surprises people: a tidy petrol car from the early 1990s can carry a green sticker that a mid-2000s diesel cannot.

  2. Have the registration document to hand when ordering, since the seller reads the emission key from it.
  3. Remember there is no foreign-plate exemption. The sticker is a windscreen item, not a plate registration, so it has to travel with the car.

If the sticker does not happen in time

  • Park and ride. Sites sit outside the zone boundary with a tram or S-Bahn connection into the centre, for a few euros a day.
  • Buy on arrival. Test centres and registration offices sell the sticker over the counter, which is faster than most people expect.
  • Check the exemptions. Electric and hydrogen vehicles, H-plate historic cars, emergency and military vehicles are admitted without one.
