Rome Fascia Verde 2026: Euro 4 Diesel Is Above the Line

Can a diesel Euro 4 car enter Rome?

Rome runs two systems, and reaching the historic centre means satisfying both.

On the Fascia Verde - the large emission ring covering most of urban Rome - a Euro 4 diesel is admitted. Ordinanza 145 of 30 October 2025, in force from 1 November 2025 to 31 October 2026, bans petrol, LPG and methane vehicles up to Euro 2, diesel, dual-fuel and mixed-fuel up to Euro 3, and two-wheelers up to Euro 1, Monday to Saturday, excluding mid-week public holidays (Roma Servizi per la Mobilita). Euro 4 diesel is one class above the barred group, and residents get no exemption from the same rule.

The Centro Storico ZTL is separate, and the Euro class plays no part in it. The comune publishes its gate hours as Monday to Friday 06:30-18:00 and Saturday 14:00-18:00, with the Tridente sub-zone on Monday to Friday 06:30-19:00 and Saturday 10:00-19:00. Inside those windows only authorised plates may pass the varchi - a spotless Euro 4 diesel with no permit is turned away exactly like a much older car.

What you actually need to arrange

  1. Nothing for the Fascia Verde - this diesel already sits above its floor, and no badge or sticker exists to buy.
  2. An authorisation for the historic centre during gate hours - residency, a hotel booking with the plate whitelisted in advance, or another approved category.
  3. The Euro class in writing. The ordinanza runs to 31 October 2026 and Rome has repeatedly scheduled and postponed tighter steps, so keep the Certificate of Conformity to hand.

If you have no ZTL permit

  • Park outside both rings. Saxa Rubra, Anagnina and EUR connect to the metro and reach the centre in 15-25 minutes, with no permit risk at all.
  • Ask the hotel to whitelist the plate if you are staying inside the ZTL - that is the normal route for visitors with a reservation.
  • Treat the varchi as unforgiving. Repeat passes into the same zone on one evening now count as one violation (art. 198 c.2-bis), but a second zone or a second day brings another notice.

How enforcement actually works

The Fascia Verde is camera-checked against the vehicle register and needs no windscreen document. The ZTL’s varchi cameras look instead for an authorisation record on their own posted hours, and a breach runs EUR 83-332 under Article 7(14) of the Italian Traffic Code, once per zone per day. Rome also operates night ZTLs - Trastevere and San Lorenzo Wednesday to Saturday 21:30-03:00, the centre and Testaccio on Friday and Saturday nights 23:00-03:00 - which catch drivers who assume the restriction ends with the working day.
