2014 Diesel Euro 4 Fails Milan Area B, EUR 83-332 (2026)
Area B’s diesel line moved to Euro 6 when Euro 5 diesel cars were barred on 1 October 2023, so a 2014 car built to Euro 4 is two classes short and entering without an exemption risks a camera-issued fine of EUR 83-332. Residents with a permit and disabled badge holders can still enter legally.

Can a diesel Euro 4 car enter Milan?
No. A diesel Euro 4 vehicle from 2014 does not meet Milan’s Area B standard. The comune’s list of classes already barred runs to diesel Euro 5, so the minimum for a diesel car is Euro 6. Driving into the zone without an exemption is an offence.
Two layers, both closed to a Euro 4 diesel
Milan’s Area B is municipal. Underneath it, Regione Lombardia’s permanent limits already bar Euro 4 diesel cars in Fascia 1 comuni such as Milan, Monday to Friday 07:30 to 19:30, all year, with their own penalty of EUR 75 to EUR 450 (article 27, regional law 24/2006). The next regional step, Euro 5 diesel cars in Milan, Brescia, Monza and Bergamo, was due on 1 October 2026 and has now been deferred to 1 October 2027 by regional decision 6846 of 28 September 2026. It does not alter this verdict either way.
The penalty is EUR 83-332. Milan enforces the zone with ANPR cameras, Monday to Friday 07:30-19:30 with public holidays excluded. A notice can still reach your home address, because authorities use commercial address-tracing services. What does not exist is automatic EU enforcement — Directive 2015/413 covers only eight road-safety offences and emission-zone violations are not among them.
Could your car still qualify? Check the exemptions
Some vehicles enter Milan’s zone legally even without meeting the Euro standard. The recognised exemptions are:
- Electric vehicles
- Residents with permit
- Disabled badge holders
- Emergency vehicles
- Public transport
If your diesel Euro 4 car falls into one of these categories (for example a registered historic vehicle), you may still be allowed in — confirm with the zone operator before relying on it.
If you can’t enter: what to do instead
- Park & Ride. Milan and most Italy cities run Park & Ride sites just outside the ZTL boundary, typically a few euros per day plus a public-transport ticket — far cheaper than the EUR 83-332 fine.
- Hire a compliant car. If you’re visiting, a rental that meets the Euro 6 diesel standard — or any petrol car from Euro 4 — removes the problem entirely.
- Day pass / temporary permit. Some zones sell short-term permits for non-compliant vehicles — check the official Milan portal for current 2026 options.
How Milan’s ZTL is enforced
The zone has been active since 2019 and is monitored by ANPR cameras, Monday to Friday 07:30-19:30, public holidays excluded. Cameras read number plates automatically and cross-check them against the emission register, so there is no practical way to “slip through” unnoticed. Fines are issued per entry, not per day — entering twice can mean two penalties.
