Rome 2026: Diesel Euro 4 Is the First Class Admitted

A 2010 diesel Euro 4 is admitted to Rome’s Fascia Verde — but as the first class admitted, not with room to spare: the ordinance bars diesel from pre-Euro 1 through Euro 3. That ordinance, no. 145 of 30 October 2025, expires on 31 October 2026. The historic-centre ZTL is a separate permit gate at EUR 83-332 a day, with no emission test at all.

Rome’s emission ring bars diesel, dual-fuel and mixed-fuel vehicles up to Euro 3, petrol, LPG and methane up to Euro 2, and two-wheelers up to Euro 1. Euro 4 diesel is therefore the lowest diesel rung the Fascia Verde still lets through — a pass with no margin behind it. The restriction applies Monday to Saturday, around the clock, excluding mid-week public holidays, to driving and to parking inside the ring, and it reaches residents’ own vehicles rather than stopping at visitors.

Because it sits exactly on the boundary, read the emission class off the registration document or the Certificate of Conformity rather than inferring it from a 2010 build year. There is no room here for a misclassification.

The date to write down

These bans are not permanent law. Rome issues them by ordinanza, and the current one runs 1 November 2025 to 31 October 2026. A car two or three classes clear can ignore the renewal cycle; a car on the first admitted class cannot. Before any trip falling after that date, check which ordinance is then in force and where it draws the diesel line.

Exemptions are about the vehicle’s job, not the driver

The published list covers vehicles serving people with disabilities, emergency and public-utility vehicles, waste and grounds-maintenance vehicles, historic and collector vehicles, and LPG or methane cars registered or converted before 1 November 2024. There is no residency exemption and no visitor concession.

The inner gate ignores all of this

Inside the ring, the ZTL asks only whether the plate is authorised. Gate hours as the comune publishes them: Centro Storico Mon-Fri 06:30-18:00 and Sat 14:00-18:00, plus Fri and Sat nights 23:00-03:00; Tridente Mon-Fri 06:30-19:00 and Sat 10:00-19:00; Trastevere and San Lorenzo Wed-Sat 21:30-03:00; Centro and Testaccio Fri and Sat nights 23:00-03:00. A hotel or B&B inside the zone can register the plate for the stay, but the entry has to be filed before a camera reads it.

What a wrong turn costs

EUR 83-332 under Article 7(14), once per zone per day. Retracing your route resolves nothing, but on the same day it no longer adds notices either. Leaving the car at Saxa Rubra, Anagnina or EUR — all outside the ring, all 15-25 minutes from the centre by metro — removes both questions at once.
