Lisbon 2026: A 2010 Euro 4 Diesel Is Over the ZER Bar
Lisbon draws its line at Euro 3 for diesel — pre-2005 cars, in practice — so a Euro 4 rating is a class clear of it. There is no sticker and no registration in this zone; cameras check the plate, and only on weekdays between 07:00 and 21:00.

Why the 2010 plate is the wrong thing to look at
Owners of older diesels usually assume a European capital will turn them away, and in Madrid, Brussels or Paris they would often be right. Lisbon sets a much lower bar: Euro 3 for both petrol and diesel, which excludes pre-2000 petrol and pre-2005 diesel and nothing newer. A 2010 car certified to Euro 4 is admitted on the same terms as a new one.
The detail that decides a borderline case is the certificate of conformity, not the year of first registration — a point worth checking if the car was imported or re-registered at some stage.
No badge, no queue, no deadline
Portugal issues no emission sticker of any kind. The Zona de Emissões Reduzidas matches plates against the vehicle record, so there is nothing to order before the trip and nothing to display on the windscreen. Enforcement runs Monday to Friday, 07:00-21:00 across the historic centre and Avenida da Liberdade; outside the window and outside that footprint the zone does not apply.
What a below-the-bar car faces
A non-compliant entry is a contraordenação, handled in the EUR 60-300 band under Portuguese law, and a hire company will pass it on with its own fee attached. Lisbon does not sell a day pass as an alternative, so the fallback is to park outside the boundary and continue on the metro.
Two things this car should still plan for
- Parking, not permission. The zone lets the car in; Baixa and Alfama have almost nowhere to leave it. Underground car parks at Restauradores, Martim Moniz or Chiado are the realistic answer.
- The gradient and the one-way grid. The streets above Baixa were laid out for trams and mules. Any car, compliant or not, is slower there than tram 28.
