Munich 2026: Euro 3 Diesel Barred by the Diesel Ban

No. Munich’s Dieselfahrverbot has excluded diesel Euro 4 and older since 1 February 2023, across the Mittlerer Ring and everything inside it, and a Euro 3 car sits two classes below that. A green Plakette does not lift the ban; the fine is EUR 100, about EUR 128.50 with fees.

Can a diesel Euro 3 car enter Munich?

No — and not narrowly. Munich’s base Umweltzone rule asks diesel for Euro 4 on the green sticker, but the separate Dieselfahrverbot, in force since 1 February 2023, bars diesel cars of Euro 4 and worse from the extended zone whatever sticker they carry. The real diesel floor is therefore Euro 5, and a Euro 3 car misses it by two classes.

Compliance is checked by police spot checks and cameras around the clock, and a notice can reach a foreign address through commercial plate-tracing services.

What entering costs

The fine is EUR 100 under the federal Bußgeldkatalog, and the city notes that the bill comes to about EUR 128.50 once administrative fees are added. Nothing is entered in the Flensburg register — that consequence ended in May 2014 — so the exposure is financial rather than a licence matter.

Which vehicles still get through

Munich’s exemption list covers electric vehicles, hydrogen vehicles, historic cars carrying an H-plate, emergency vehicles and military vehicles. A standard Euro 3 diesel belongs to none of them, so unless this particular car is registered as historic, the ban applies without exception.

What works instead of driving in

• Stop outside the Mittlerer Ring. The park and ride network sits beyond the ring and connects to the centre by S-Bahn or U-Bahn in minutes.
• Hire something that clears Euro 5, not Euro 4. The stricter of the two stacked rules is the one that decides entry, and a rental chosen against the sticker rule alone can still be banned.
• Do not count on a short-term pass. Munich advertises no day permit for diesels caught by the Dieselfahrverbot; the city’s own Umweltzone page is where to check before assuming otherwise.

Two rules on the same streets

The Umweltzone dates from 2008 and was built around the sticker system, with a Euro 4 diesel and Euro 1 petrol floor. The Dieselfahrverbot added in 2023 is diesel-specific and overrides it. A further stage catching Euro 5 was ordered by the Federal Administrative Court in October 2024 but has not taken effect, so Euro 5 diesel still enters — Euro 3 and Euro 4 do not.
